Branch Chief with the USACE Levee Safety Center (LSC)
Mr. Arcement was born and raised in Baton Rouge, LA, and obtained his BS in Civil Engineering from Louisiana Tech University in 1998 and a MS in Civil Engineering (geotechnical engineering specialty) from the University of Texas at Austin in 2000. Mr. Arcement joined the USACE Vicksburg District in 2009 where he has served as a Geotechnical Regional Technical Specialist and Chief of the Vicksburg Geotechnical Analytical Section. He has served as a Branch Chief with the USACE Levee Safety Center (LSC) since 2016, acting as the USACE national coordinator for risk-informed design. He has extensive experience with the design and construction of levees and floodwalls. He is a member of the USACE Levee Senior Oversight Group (LSOG), has participated in numerous risk assessments on levees/floodwalls, and has been involved in the re-write of EM 1110-2-1913 (Evaluation, Design and Construction of Levees) and EM 1110-2-2502 (Floodwalls and Other Hydraulic Retaining Structures). Mr. Arcement was recently selected as the USACE 2020 Levee Safety Professional of the Year.
