Delivery of the New Orleans District Civil Works Program; The Deputy District Engineer Perspective

KEYNOTE ADDRESS 

Mark Wingate is the Deputy District Engineer for Programs and Project Management for the United States Army Corps of Engineers (USACE), New Orleans District. He is responsible for delivering one the largest Civil Works Programs within USACE; approximately a $1B annual program. He has over 30-years of engineering experience, 28-years with USACE, and has served in his current position for over 6-years with a focus on delivering navigation, flood risk management, and eco-system restoration within South Louisiana including delivery of the $14.6B Greater New Orleans Hurricane Storm Damage Risk Reduction System. His experience also includes a detail to the Council on
Environmental Quality where he served on a 5-person team that drafted the Infrastructure Plan for the administration under President Trump. He graduated from the University of New Orleans in 1989 with a Bachelor of Science in Civil Engineering and is married to Lori Wingate (also an Engineer with USACE) and has a daughter, Lindsey Wingate.
